This thesis discusses the Optimization of Electronic Identity Card (KTP-EL) Function Based on Law Number 24 Year 2013 on the Amendment of Law Number 23 Year 2006 concerning Population Administration (Study on Population and Civil Registration Agency of Singkawang City). The function of non-reader ID card in the field of Health as a condition of health insurance (Askes), and arrangement of registration requirements as a participant of the Social Security Entrepreneurship Agency (BPJS) which requires ID card as the main requirement in registering BPJS.
